What We Do

Network Development
We are experts in the Project Management of heat network development. Our team have many years of experience in assembling and leading teams of engineers, financial consultants, specialist contractors and other advisors.
We have led the development of new heat networks from feasibility, to detailed design, and through the construction stages. We have also advised and supported clients with the adaptation of existing heat networks, primarily in pursuit of decarbonisation and network expansion.

Network Management
Our team have supported our Clients with the day-to-day management of live heat networks. We have established governance structures, developed business plans, set up and led regular meetings and reporting on network performance.
Our approach is to treat each network as a separate business, with clear technical, financial, and service-related targets, and robust reporting and decision making.
We have led on the connection of new customers, establishing of heat pricing, and compliance with new heat network regulations.

Heat Network Zoning
We have been heavily involved with heat network zoning since 2021. Initially through the Heat Network Zoning Pilot Programme, and then onto the Advanced Zoning Programme (AZP). We are currently supporting Local Authorities to procure Zonal Developers, and establish Zone Coordination Bodies.
We have worked as part of a multi-disciplinary team for DESNZ, and directly for Local Authorities in pursuit of establishing heat network zones. Our work has helped to shape zoning legislation, and allowed us to develop a strong understanding of zoning and how to deliver viable projects.

Innovation and Research
Harbour Project Management have led the development of nationally significant research into innovative solutions for heat network delivery.
We recognised the challenges in expanding heat networks at scale to residential areas, and the opportunities that exist with geothermal heat, large scale heat storage, and economies of scale through repetition. Using funding from Innovate UK, we assembled and led a team of experts to develop the concept of ‘small repeatable heat networks‘.
It is hoped that this very promising research will help to improve heat network viability at scale across the UK.
